Bend Growth Plan · Task 7.2.1

Parcel Allocation Tool

TAZ-level growth, disaggregated to parcels and rendered as building form.

00
Scenario name (optional)
Short label, e.g. "Sce1 v3" or "Baseline RTP". Used in KPIs, popups, and the export filename.
01
TAZ base year — CSV
Base-year totals (updated occasionally). Columns: TAZ, HHBASE (rolled-up households, includes entitled units), HHS1–4BASE (size-split fractions), EMPBASE_19, and per-sector *EMP_19.
Methodology note (confirm w/ DKS): HHBASE includes entitled units; the HH size-split fractions are sourced from the future-year scenario.
01b
TAZ future scenario — CSV
Future-year scenario (changes frequently). Same field names as the base file plus extras that are ignored: TAZ, HHBASE, HHS1–4BASE, EMPBASE, per-sector *EMP (no _19 suffix). Growth = future − base, per TAZ.
02
Parcel data — BLIS_ALL_260512
Required columns (case-insensitive): TAXLOT (parcel ID), TAZ_NO, CP_Lat, CP_Long, RMV_Land, RMV_Impr, CP_acres, CP_zoning, PROPERTY_CLASS_DESC, BLIS_USE_TYPE, CP_prim_yr_built, CP_prim_impval, CP_bldg_sf. Optional: DEV_RANK — explicit development priority (lower develops first; used by synthetic UGB-expansion grids).
03
Parcel polygons — GeoJSON · optional
Polygon basemap rendered beneath the centroids. Expects EPSG:4326 (WGS84). FeatureCollection of Polygon or MultiPolygon features.
03b
Building footprints — GeoJSON · optional
Real building footprints (e.g. City of Bend Lidar layer). When loaded, 3D existing-building massing extrudes the actual footprint shapes instead of boxes; floors = CP_bldg_sf ÷ real footprint area. Run Inputs/make_footprints.py to download them. EPSG:4326.
04
TAZ boundaries — Shapefile .zip · optional
Zipped shapefile (.shp + .shx + .dbf + .prj). Reprojected to WGS84 automatically. Drawn as a solid dark outline above the parcels. If the shapefile carries p75_w rent attributes, the tool computes per-TAZ rent baselines for the amplitude slider.
05
CFA boundaries — Shapefile .zip · optional
Climate Friendly Areas. Zipped shapefile (.shp + .shx + .dbf + .prj). Drawn as a soft fill, off by default — toggle in controls.

Methodology: deck slides 3–13 + spreadsheet Parcel_Data tab (canonical formulas).
TAZ growth = future scenario − base year, per TAZ. HHBASE includes entitled units; HH size-split fractions come from the future file (both confirm w/ DKS).
Defaults: ILV threshold 1.00 · Development Amplitude 0.5 · Vacancy 1.10 · FAR caps from CP_zoning lookup (UAR10/RL/PF/UA → 0, RS/RM/IG/IL/PO+RM+RS → 0.5, all others → 999).
